Letter to PM Carney and Minister Michel regarding Danielle Smith's privatization of healthcare in Alberta

Dear Prime Minister Carney and Minister Michel,

I am writing to urgently request your intervention to prevent the Government of Alberta from creating a two-tier American-style healthcare system in Alberta. The federal government must act now and enforce the Canada Health Act to ensure that Albertans are able to receive the health care they need and deserve.

As you know, on Wednesday, the Alberta government pushed through Bill 11 - The Health Statutes Amendment Act, 202 (No. 2.), despite significant concerns raised by Albertans, including the opposition NDP and the medical and patient communities. Bill 11 creates the first model for two-tiered health care access in Canada and allows charging patients out of pocket for care. By creating a separate private care plan for patients who can pay out of pocket for medically necessary services, Alberta is violating the accessibility provision of the Canada Health Act.

This is not the first time that the Government of Alberta has violated the Canada Health Act. (I have written previously to Minister Michel regarding Smith’s two-tier immunization plan that contradicts the Canadian Immunization Guide, and I am still awaiting a response to that August letter.) But Bill 11 represents the most significant attack on our cherished public healthcare system since the NDP’s Tommy Douglas created medicare in 1961.

The country is watching. If Danielle Smith is allowed to further violate the Canada Health Act, other Conservative premiers will follow suit, putting millions of Canadians’ access to health care at risk and permanently damaging our universal system.

We should not be dismantling our universal, single-payer healthcare system, we should be protecting and expanding it. Canadians need and deserve universal pharmacare, dental care, and mental health and addictions care.

Take note, this is not just an attack on Alberta’s healthcare system. Danielle Smith’s steps to privatize healthcare open the door to American corporations. Therefore, I further request that you protect our universal healthcare system by not allowing American health insurance and healthcare corporations access to the Canadian market. This must be a non-starter in trade negotiations with the US.

You have the power and responsibility to stop Smith and protect universal access to health care in Alberta and elsewhere. I urge you to act now.

Je vous écris pour demander de toute urgence votre intervention afin d’empêcher le gouvernement de l’Alberta de créer un système de santé à deux vitesses à l’américaine. Le gouvernement fédéral doit agir immédiatement pour faire respecter la Loi canadienne sur la santé et garantir que les Albertains puissent accéder aux soins de santé dont ils ont besoin et qu’ils méritent.

Comme vous le savez, mercredi, le gouvernement de l’Alberta a fait adopter le projet de loi 11, Loi modifiant certaines lois en matière de santé, 202 (no 2), malgré les importantes préoccupations soulevées par les Albertains, y compris le NPD d’opposition et les communautés médicale et patient. Le projet de loi 11 crée le premier modèle d’accès aux soins à deux vitesses au Canada et permet de faire payer les patients pour des soins médicalement nécessaires. En créant une option de soins privés pour les patients qui peuvent payer, l’Alberta viole les dispositions relatives à l’accessibilité de la Loi canadienne sur la santé.

Ce n’est pas la première fois que le gouvernement de l’Alberta viole la Loi canadienne sur la santé. J’ai déjà écrit au Ministre Michel au sujet du plan d’immunisation à deux vitesses de Smith, qui contredit le Guide canadien d’immunisation, et j’attends toujours une réponse à cette lettre envoyée en août. Cependant, le projet de loi 11 représente l’attaque la plus importante contre notre système public de santé depuis que Tommy Douglas a introduit le régime d’assurance-maladie en 1961.

Le pays observe. Si Danielle Smith est autorisée à continuer de violer la Loi canadienne sur la santé, d’autres premiers ministres conservateurs pourraient suivre, mettant en danger l’accès aux soins de millions de Canadiennes et Canadiens et affaiblissant de façon permanente notre système universel.

Nous ne devrions pas démanteler notre système de santé à payeur unique; nous devons le protéger et l’étendre. Les Canadiennes et Canadiens ont besoin et méritent un régime universel de pharmacare, des soins dentaires ainsi que des services de santé mentale et de lutte contre les dépendances.

Il ne s’agit pas seulement d’une attaque contre le système de santé de l’Alberta. Les mesures de Danielle Smith pour privatiser les soins ouvrent également la porte aux entreprises américaines. Je demande donc que vous protégiez notre système de santé universel en empêchant les compagnies d’assurance et de soins de santé américaines d’entrer sur le marché canadien. Cela doit être un point non négociable dans les discussions commerciales avec les États-Unis.

Vous avez le pouvoir et la responsabilité d’arrêter Smith et de protéger l’accès universel aux soins de santé en Alberta et partout au pays. Je vous exhorte à agir dès maintenant.
